Neighbor problem

My kid was caught by a neighbor pulling boards off of a condemed community playground set. The boards were rotten and maintenance personnel had already torn apart several pieces, the set was going to be replaced anyway. The neighbor went overboard yelling and scaring my kid to the point of his hands shaking. She told him to come into her house where the scaring and questioning continued. The lady called me and threatened to call the police or said I could come and get him and handle it. I came over immediately to get my kid and later found out how she was using scare techniques. I called her and complained about the way she handled the issue. About 15 minutes later the police call us saying she complained about the playground and wanted a report filed. She decided to call the police only after I complained about her scaring my kid. The question is can a stranger use scare techniques on a 13 year old and make them come into their house without my permission? We have a witness that claims the lady was yelling out loud at him
