Must I supply a 1099 form to a person who worked on my house without a contract,who worked less than 40 hrs/week and less than 6hrs /day, less than 5 days/week, who did not complete the work paid for and worked for other people while under my so called employ and who made only ~ $ 5500.00. And who already paid himself by stealing things from my home of great value?
