Our community manager has indicated that they can change "the rules" as long as they give us written notice. I have just received a letter stating that if I do not put my trash cart inside my garage I will be in non compliance of a nes policy implemented two weeks ago and will be fined and in addition to the fine the management will physically place my trash cart inside my garage. Do I have the right to refuse and can they still fine me?
