I recently purchased used vehicle and previous owner will not sign title or other forms so I can register vehicle in my name. Have called, emailed, ent certified letter (Return reciept). Do I have any legal standing to sue to get my money back? Or am I just out of luck...

Do you have the receipt or any document evidencing the transaction? Or anything that can prove that indeed you bought the vehicle from the previous owner? If you do, you can go to court and ask it to compel the previous owner to perform the necessary paper works for the transfer of title.
