I was pulled over for driving on a suspended license. My license is a Michigan drivers license. This arrest was in illinois. I went to court in illinois with a lawyer. I was placed under court supervision as the outcome. I was not convicted of any crime. the papers said something like "no judgement" which means the judge has not convicted me yet. If I stay clean for 18 months then the case is dismissed completely.. So, the insurance company cant make my rate go up since I was never convicted of anything yet right? Also, now Michigan found out and suspended my license because of the incident. How can they take any actions against me without a conviction? The judge basically decided to put the case to the side with no judgement and if I dont get in any trouble he just dismisses the case.. Without a conviction they cant do this to me can they? There is no where that it says I was ever convicted of this crime. I have already talked to the court here in illinois and they told me that they never convicted me of any crime and that it will either become dismissed or a conviction depending whether or not I get into any more trouble.. I called Michigan Secretary of State and they said that they dont except the "no judgement" and they are trying to make me pay $1000 worth of fees for the offense. If they dont except the "no judgement" thing well they have to accept the fact that there has not been any conviction dont they?
the fees are called "driver resposibilty fees" that are seperate from court costs and fines..
I read in the Michigan "Driver Resposibility Law" book that says these fees must be paid to persons "CONVICTED" of the following offenses: DUI, DWS, ect ect ect... well I WAS NEVER CONVICTED OF THE CRIME! There for I dont meet the criteria to have to pay any of these fees!!
They are telling me that I have to pay the fines and wont work with me on the issue. Either I pay them $1000 fee and a $125 reinstatement fee to get my license back or they say Im not getting my license back.
I even faxed a copy of the judges ruling saying that I was not convicted and they didnt care.
So now what? where do I go from here? Im at a dead end and they are making their own rules.

in 3 months the case is DISMISSED according to the JUDGE.
So what do I do? I have read the laws and SPOKE with the lawyer that handled my case and he said Michigan cant do that to me because there was never a conviction of any crime. If I have my lawyer work this situation out hes going to charge me for it. I shouldnt have to pay anybody anything. Someone give me some advice PLEASE!
