On the back of my water bill is printed -A 10% penalty will be added if balance is not paid on or before the 15th of the month. Last month I took a "good look" at my bill and realized they are charging 20%, not 10%. Since my husband passed away, I KNOW I've had a few late payments. I'm just 1 person. What if there's 100 people a month that are late? In my opinion, they are stealing and I think they owe everyone who has ever paid a late charge a 10% refund. Am I right? If so, what do I do and how do I let people know they have a refund coming from the water dept.? I was lucky enough to find a bill from 2004 and they were charging 20% then too.

The simple solution is pay the bill ontime!

What an arrogant response! Not everyone CAN pay their bills on time. There are thousands of people living from pay check to pay check or worse, out of work completley. You missed the whole point of the question.

No Donna I did not. Why should they accept late payments without consequence? Your failure to pay also sets things in motion for the rest of us to get rate increases! If your current situation does not give you room for error make some changes so you can pay your "living" expenses. I have been there and when that happened we ate hot dogs, too extras off our cable TV, dumped video rentals, made our lunches, walked to work etc etc

I'm not complaining about having to pay a late charge!!!! I'm complaining because the rate they are actually charging people is NOT what is posted on the back of the bill. The bill says a 10% penality will be assesed and they are charging 20%. That to me is fraud.

Take your bill and file a complaint with the proper department of utility company
