I live in North Carolina, and I'm wanting to know how I can adopt my two step-children whom I've raised since they were babies. Their biological father has never been in the picture. In fact, he's never paid a dime of child support, and we don't even know where he is. How should my wife and I proceed?

"You" don't do anything! Your wife must find Father and ask him if he is willing to give up his parental rights. Now if she cannot find him the court will tell her how she must proceed from there

You may not be able to adopt your children, but the question you try to ask yourself what is rights? Like everyone else said if you don't know your right then you don't your rights. The best way is to consult to a lawyer, a lot people will not consult to a lawyer because it will cost you a lot of money, from $100 to $200 or even more..... I believe that if your parents did Adopt them, you may need to do an adoption with termination of parental rights yourself, if you want to adopt them.If they have a guardianship, they may be able to resign from guardianship, and have you appointed as new guardians.Either way, you need to find out for certain what the situation is, and what your parents think about the situation. Then, you need to consult with a competent family law attorney to see what specifically works in your instance.
