Father

My 17 year old step daughter is driving a car her boyfriend gave her, that does not have plates, and she is driving with only a learners permit. Her mother takes her out in it from time to time. But my step daughter keeps taking the car out without a licensed driver, sometimes with my younger step son. My wife told me that her ex (step daughter's father) has registered and insured the car. But there are no plates on it. So I am questioning whether it is registered or insured. I also know that neither set of seat belts in the front of the car work.
My wife and I are in the process of separating/divorcing, but have not taken any legal steps toward that yet. We are all living in the same house still.
Could I be held liable for my step daughter if she gets in an accident and it is her fault and someone is injured and it is not covered by insurance either because she really isn't insured or because the policy won't cover the medical bills because the occupants were not wearing seat belts?
