ID theft

I was a victim of ID theft for 13 years. I was thrown in jail for this for 2 days and I also lost my business behind this and my home is in the process of foreclosure. The reason why this is so, is because someone took my ID and created a criminal history that put me in a situation that didnot allow me to get a job. I was told by the judge that if they catch the guy who stole my ID they would notify me. I was never notified or contacted and the guy was arrest numerous times and I was never contacted. I had to get a lawyer to get the courts to fingerprint me and prove that I wasnt the guy they had arrested. Lets fast forward 12 years. I still havent gotten this matter resolved and I still have a police record and the guy is arrested and put in jail. WHY! because I had to contact fox5news in NY to do an investigative report - which came on MAy 1st 2007. Still my record isnt taken care of and I was fingerprinted for the 2nd time and my record is still the same. I am looking to bring a suit against the essex county police department in newark NJ because they failed to complete this case and my life has been turned upside down and until the news contacted me, there was no one willing to do anything.
Now, I never dranked, smoke, drugs,drink coffee in my life and I was arrested for drug charges or all things.

Can I sue and how should I go about it if I dont have the money to do so?
