Landlord Responsiblity To Neighbors

Someone bought the property across the street from where I live and Rented to a young couple. Problem is the young man is very immature and despite being ask to please have some consideration still drives his automobile with a loud muffler up and down the street like it was a race track with his radio playing so loud it keeps me from sleeping, watching TV, talking on the phone and almost anything else I want to do in my own home. He even goes outside and sits in his car at night playing his radio. I have ask the landlord to do something about their renter but either they are unwilling or just don't care. My question is "After all that has transpired can the landlord be held legally responsable for turning my life up side down?
