My ex brother-in-law built several apartment units a few years ago and they have recently been sold due to foreclosure sale. Today my sister found out that she has been unknowingly paying the electric bills for the apartments water well during the foreclosure, the circuit breaker for the well is located in her basement, the well is located on property other than the apartments. I need to help my sister! Can someone please answer the following questions ASAP?
1. Can she somehow recoup the monies she unknowingly paid out during the foreclosure for the electric bills for the apartment water well from the mortgage holder?
2. Since the apartments are under new ownership, can she legally turn off the circuit breaker in her basement that supplies the electricity to the well of the apartments?
3. My sister will be moving out of her house in a few days due to it also being in foreclosure. Does she have to notify the electric company of the change in ownership of the apartments or is it the responsibility of the new owner to contact the electric company to inform them of the change in ownership?
4. Who now has legal rights to the well?
